Proponents said reunification and rapid parent/staff notification were key benefits after past incidents. The board approved the federal-program consolidation application to fund Raptor to support internal communication and crisis reunification processes, voting 7–0 in favor.
Staff emphasized that the district previously evaluated multiple vendors and that Raptor rose to the top in earlier reviews; they said the tool is intended to speed internal communication and improve reunification timing during emergencies rather than to perform automated surveillance decision-making.
