City launches RFP to update community character element, seeks commuting analysis add-on

Planning & Development staff told the Historic Preservation Board that the city has issued an RFP seeking consultants to draft a full revision of the community character element of the comprehensive plan. The department asked proposers to include an optional add-on to analyze regional commuting patterns and update inflow/outflow employment numbers last studied in 2017.
Charles Blum said the RFP closes May 28 and the city hopes to have a consultant on board by July 1. The commuting add-on would update estimates of where workers come from and reflect recent construction and demographic shifts in the region.
Board members expressed interest in tours and early review opportunities for large projects such as the Heinz/Heines (Heinz/Hines) building redevelopment and asked staff to share plans when they are submitted so the board can weigh in on preservation impacts.
