Staff told the commission that Citizens for Ridgefield Schools had six complaints alleging failure to timely and accurately file C4 expenditure reports across multiple elections. Staff noted outstanding amendments and recommended the commission find violations and assess a penalty under the penalty schedule.
Chair Jay Leach found the violations as alleged and imposed a $1,000 fine, suspending $500 conditioned on the unsuspended portion being paid within 30 days, filing the eight required C4 amendments within the same 30 days, and having no further violations in the next four years. Leach said staff could suspend or tailor penalties under the WAC penalty schedule but imposed the conditions on record: "I'm going to impose a penalty of $1,000 I'm gonna suspend $500 of it upon the following conditions. The 1st is that the unsuspended part be paid within 30 days. The 2nd is that all the 8 required amendments to c4 reports be filed within the same 30 days from the date of our written order. The 3rd is that they have no further violations in the next 4 years."
