Planning director defends city's approach as council considers data center moratorium

Planning & Development Director Charles Blum briefed the preservation board on recent council activity, including a referral of an ordinance that would establish a moratorium on data center development and large expansions. Blum addressed misinformation circulating about data centers' water use and explained that many local data centers operate closed-loop systems. He said a large new facility typically uses "the equivalent of about 3 to 5 single family homes water per year" and that the state's tolling practices require large energy users to offset infrastructure costs, describing Wyoming as a model for that approach (SEG 365-373, SEG 385-392).
Blum also updated the board on other council items: a forthcoming microbrewery permit near Cheyenne Plaza and an amendment to reclassify certain carports to allow front-yard construction with design limits; those items are proceeding through planning channels.
