"The biggest change, I think, really is that it establishes... the city attorney is the chief legal officer of the city government," Councilor Andy Davis said, explaining his suggested text would combine appointment and removal language into one section and move municipal judge supervision into the judge section.
Councilor Andrea Melzarella and others supported consolidating language to reduce ambiguity; questions were raised about whether annual evaluation processes belong in the charter or should remain policy. Staff said the city manager's contract already speaks to the need for an annual review and that further detail could be addressed in policy.
