Council approves zone change and general plan amendment to allow four infill housing parcels

Senior Planner Brianna Yi told the council the combined general plan amendment and zone change would re-designate four parcels to high-density residential (R-3) to implement the city's certified housing element and meet RHNA requirements. She said the planning commission reviewed and recommended the change.
"The general plan amendment updates the land use designations for the subject parcels to high density residential, ensuring consistency with the proposed R-3 zoning," Brianna said during the presentation.
Max Becerra, principal of Pacificus Ford Company, spoke for the property owner and developer and urged approval so the site could start producing housing: "We plan to...these units would be constructed and built out before the end of the year," he said, adding that architecture plans are in hand.
City staff answered council questions about water capacity, with a consultant saying the proposal "doesn't have a significant effect for our water capacity, so we're good." Councilmember Gonzales moved to approve the zone change and general plan amendment (resolution 2026-10); Councilmember Gutierrez seconded and the item passed on a unanimous roll-call vote.
