The superintendent’s office told the committee the parish expects a $6,400,000 reduction in MFP funding tied to the order but recommended paying stipends to all employees on equity and morale grounds. "So our recommendation is for all employees to receive it," the superintendent said. Staff proposed a braided funding approach—district contributions plus parish general-fund dollars—because paying the full $7,700,000 from the general fund would dangerously lower undesignated reserves.
