US‑278 bridge and corridor project moves toward federal clearance; county flags $190M shortfall

County transportation staff told the committee that municipal consent allowed DOT to submit a Finding of No Significant Impact (FONSI) to Federal Highway and that staff expect a federal response by the end of September. "That document has been submitted to Federal Highway, and, we're expecting a notice back and approval hopefully by the end of September," staff said.
Presenters described the design timeline: the project is at about 30% now; staff expect to reach 60% in roughly one year, then begin right‑of‑way and utility coordination. From that point, another 2.5–3 years of construction are estimated for the bridge portion. Staff also identified a funding shortfall: "If November doesn't pass, we have 2.5 years to figure out how we're gonna solve a $190,000,000 delta," a presenter said, and said the county has contingency plans but will need additional funding decisions if the referendum fails.
