Superintendent orders temporary reconfiguration after CTE declared unsafe for students

Superintendent Dr. Perry told the board the district is temporarily reconfiguring elementary assignments because Conewago Township Elementary (CTE) is not currently safe to receive students. For the 2026–27 school year, the district will house kindergarten through 2nd grade at New Oxford Elementary (NOE) and move 3rd graders to CVIS as a one-year measure while CTE undergoes renovation.
"We are not able to, safely receive students at CTE, for a period of time that could be as soon as 6 weeks and lasting months," Dr. Perry said, framing the situation as an operational emergency that requires keeping students in school with district teachers rather than shifting to virtual options. She said the district has obtained written approvals from the township manager, the local inspection agency and a stamped declaration confirming near-capacity temporary use of the receiving buildings.
To limit disruption, the board was given classroom-cap guidance: kindergarten caps at 20 students, grades 1–2 capped at 22, and 3rd grade capped at 25. The district also identified eight instructional-support teachers to provide in-class assistance in ELA, math, science, technology, STEM and special education so that small increases in class size are mitigated by added adult support.
Dr. Perry described detailed logistics already underway — completed rosters and supply lists, transportation routing adjustments, and staged pallet moves of teacher materials — and said the district will be audited by the Pennsylvania Department of Education to ensure classroom square footage and special-education placements meet state requirements. The superintendent estimated substantial completion for the CTE renovation around July 15, 2027, noting the schedule had shifted repeatedly due to site conditions and vendor delays.
