County staff revises Kaleva trailhead restroom plans and advances Chapter 6 review of recreation plan

Katie Gruenberg, Manistee County Planning Director, updated the Commission on the Village of Kaleva bathroom and trailhead project and the Chapter 6 review for the County-wide Recreation Plan.
"Staff are revisiting project scope and design options after previous cost estimates exceeded available funding," the minutes record. Gruenberg said staff are considering prefabricated restroom facilities and phased implementation to make the Kaleva project financially feasible. Planner Jodie Lynch described the approach to condense existing material in Chapter 6 while incorporating new initiatives and ongoing recreation efforts across the county.
Staff outlined a timeline for the plan update: a final draft for public review in August 2026, public hearings with local units in October–November 2026, and anticipated final adoption between November and December 2026. Members were asked to submit comments and edits before the next meeting.
