The Lead City Commission on Aug. 3 approved an agreement for special counsel on open meetings and executive session matters with services capped at $2,000. The motion to approve the agreement was moved by Commissioner Dustin Schumacher and seconded by Commissioner Dory Hanson; those voting aye were Schumacher, Hanson and Meiners, and those voting nay were Mayor Dustin Heupel and Commissioner Roger Thomas.
Following the vote, a presentation was delivered reviewing South Dakota open meetings law and proper use of executive sessions, framed as the city's annual review of the required Open Meetings brochure.
