"As per the 2018–19 parking plan... there's approximately about, 2,205 total parking spaces," Quigley said while outlining the district boundaries and survey findings that identified midday and evening peak hours. Staff proposed starting some pilot transit and partner programs while preparing an RFP to verify inventory, evaluate how upcoming developments will affect capacity, and recommend management actions; staff cited a likely contract timeline of 6–9 months from award and an estimated cost around $60,000–$90,000.
Councilors discussed whether to launch pilot transportation options now or wait for the Department of Human Services (DHS) facility and other residential projects to come online so the study reflects the changed conditions. Several members supported beginning transit options and partnership work immediately while using a limited-scope RFP focused on inventory, impacts, and concrete management recommendations.
Staff said deliverables for the RFP could include an updated inventory by type (on‑street, leased, public/private lots), assessment of leased vs. public spaces, recommendations on TDM strategies (park‑and‑ride, shuttles, bike/walk promotion), and cost/feasibility for paid parking and enforcement options.
