Council asks staff to study penalties, court processing, private-property camping and sanctioned-site feasibility

Councilors emphasized that enforcement escalation should be paired with alternatives so people are offered a path into services: deflection programs, community-service alternatives, treatment agreements or referral to county deflection programs were discussed as possible routes. Staff said an early-2026 work session and outreach to property owners could be arranged once council provides criteria for feasible sites and program expectations.
