Keith Blanchette testified he sought the deck primarily for family enjoyment and to provide a safe outdoor area for his son, who has autism.
Board members questioned the applicant about access, use, and whether the structure would be used for rental or increased occupancy; Blanchette said the deck is strictly for private use. "It's primarily for additional enjoyment… so my son has autism, so we don't actually be able to go out a lot," the applicant said. After discussion, the board adopted staff findings, imposed the standard 12‑month start/complete timeline and public‑notice payment condition, and approved the variance by unanimous vote.
The decision allows the Blanchettes to proceed, subject to the recording of the board decision and payment of required fees. The board emphasized the approval was conditioned on private, noncommercial use and compliance with standard timeframes.
