PDC grants several reporting‑modification requests for candidates and appointees

The chair granted a renewal for Jugal Thacker (now a DuPont city council member) to continue a previously approved partial reporting modification through his term ending 12/31/2029. For Emmy Burns, an appointee to the Riverview School Board, the commission granted an exemption for private business customers above the reporting threshold but required her to disclose public entity customers that exceed the threshold and to recuse if specific conflicts arise.
Joshua Harris, a candidate for King County District Court, received a reporting exemption covering customer payments subject to nondisclosure agreements; Harris told the commission he sold his business in March 2026 and confirmed no payments from King County District Court. The commission granted his modification.
Okanogan County Sheriff Jody Barkas asked to exempt disclosure of certain reportable business customers (her spouse’s business) citing competitive harm; she confirmed her husband did not perform paid work for county government in 2025. Chair Leach granted the exemption and separately agreed to withhold residential addresses from public disclosure for safety reasons. The commission required applicants to recuse if matters presenting conflicts come before them.
