PDC staff presented evidence that Lisa Sturgis, an Auburn city council member, failed to timely and accurately file C4 summary reports in 2023 and 2025, failed to disclose sub-vendor details for in-kind contributions, and omitted required sponsor identification on campaign materials and advertising.
Chair Jay Leach found two violations as alleged and imposed a $500 civil penalty for each violation, suspending $250 of each on conditions that the unsuspended portion be paid within 30 days and that the respondent have no further campaign-finance violations for four years. Staff noted the campaign later amended many of the C4 reports in 2026 to correct missing entries; no currently missing reports remain, per staff.
