PDC Finds Jean Kracian Violated Campaign Finance Rules; Orders $2,000 Penalty and $9,300 Restitution

Staff cited property records, three C4 expenditures described as campaign office rental totaling $9,300 paid to David Kitchell, a complaint filed Oct. 21, 2025 by former consultant Hannah Wann, and other exhibits. Chair Jay Leach found the violations as alleged and announced on the record: "I am going to impose a penalty of $2,000. I'm gonna suspend $1,500 of it on the following conditions..." The chair ordered refunding the $9,300 to the campaign treasury and pro rata reimbursement to contributors with written documentation to PDC within 60 days, and set payment of the unsuspended $500 within 30 days.
