PDC staff told the commission James had used an alternative address on his financial affairs statement for the previous 12 months and asked for details documenting threats. James testified that individuals had made violent threats against his church and its leaders and that police reports had been filed, including a trespass and an Instagram video by Samuel Guillen that he said contained direct violent threats. Chair Leach said, "I'm gonna find that you've made a satisfactory showing to grant your request," and explained James will need to seek a separate officeholder-level modification if he wins election to extend the protection for the duration of a term. Staff will coordinate any required paperwork.
