John Fisher and his wife Monique addressed the council during public comment to request guidance on operating an unattended, 24-hour U‑Haul pickup/drop-off from a lot owned by Fisher's father. "My name is John Fisher and I'm here with my wife, Monique," Fisher said, adding that the operation would be app-managed and that they were prepared to pay any required fees and collect neighborhood support letters. Monique Wyatt told the council she submitted a site plan, stormwater design, lighting and a mailing list of property owners within 300 feet on May 5 and had followed up by email and voicemail on May 19, May 27 and June 3 but had not received clear direction from staff on whether to complete the permit payment.
Property owner Mike Allen and staff also weighed in: Allen said the lot has functioned as parking for decades and warned he prefers temporary, mobile setups because a state road project could affect the parcel. Council and staff noted that motorized vehicle rental uses in core commercial zones typically require a conditional-use permit and site-specific mitigation. The council did not make a decision and asked staff to follow up with the applicants about what additional documentation or fees the city requires.
