Public Disclosure Commission grants two address-exemption requests, denies a third

The Public Disclosure Commission considered three petitioners seeking to limit public disclosure of residential addresses on their personal financial affairs (F-1) statements during an adjudicative calendar hearing.

Jennifer Hansen, the commission staff presenter, told the panel the requests are evaluated under RCW 42.17A and the implementing WAC rules and that the day’s matters all concerned residential-address disclosure options and alternatives. Hansen summarized each written request and told the commission when staff believed the statutory risk threshold had not clearly been met.

In the first case, a candidate who said she was a survivor of a violent assault and an advocate for other victims described ongoing safety concerns; Chair Leach granted that request after hearing recent-contact evidence. In the second, Port of Tacoma candidate Cyrus Donato said he had received hostile online comments and threatening phone calls; the commission granted his request on the condition he amend his F-1 to give his full legal name and otherwise indicate residence only by county. The third request, from Mark Borden, a candidate for hospital commissioner who did not appear, was denied because the chair concluded public auditor records already disclosed his address.

All three petitioners agreed to recuse themselves from matters with personal conflicts, and staff will follow up to complete required filings and orders. The commission cited RCW 42.17A.120 and WAC 390-24-200 / WAC 390-28-080 in its deliberations.
