Superintendent Brett Elliott presented three levy scenarios — 4.99%, 9%, and 10% — and explained the county clerks provided an estimated 10%–13% increase in equalized assessed value (EAV) to use when drafting the levy. Elliott emphasized that "the 10% is NOT a 10% increase in taxes," explaining that the percentage reflects an increase in the funding base used to calculate the levy rather than a direct tax-rate hike.
Board members discussed the makeup of the EAV increase (Mr. West noted it is driven more by farmland and commercial property than homeowners). Mr. West made a motion to approve the Preliminary Tax Levy up to 10%, accept FY24 end-of-year balances, and set a Truth in Taxation hearing for Dec. 16, 2024; Mrs. Leezer seconded and the motion passed 6-0. The administration said a final levy could be approved later at a lower rate if desired, but raising it above the preliminary level would require additional procedural steps.
