City staff recommended updating the pay ranges for sworn police positions — including police officers, the school resource officer, corporal and sergeant classifications — to address regional competitiveness and staffing challenges.
"To remain marketable and address these gaps, we're recommending an approximate 13% adjustment across these specific classifications," staff member Serena McEwen said. She presented a regional comparison and stated the estimated annual cost at $213,901.87; staff said the change would be incorporated into the 2025–26 midyear budget and proposed to take effect on Dec. 21, 2025.
A resident, Roy Gonzales, spoke in favor of raises to retain officers. Philip Garza, president of the McFarland Police Officers Association, thanked the council and expressed appreciation for leadership on compensation and retention.
Councilors commented that improving pay should help recruitment and retention and moved to adopt the resolution. The council approved the resolution by roll call.
