Associate Engineer Anthony Nuti presented staff’s recommendation to hire DKS to perform the citywide speed surveys required by the California Vehicle Code every seven years. He said the city's prior traffic studies were done in 2019 and some segments must be re‑surveyed because the seven‑year window is expiring; the CIP budget was set at $50,000 and DKS’s proposal came in at $49,995. "We released the RFP on July 1... we received 1 proposal from DKS," Nuti told council.
Nuti and Public Works Director Anne James explained the typical methodology — off‑peak prevailing speed counts using radar guns and pneumatic tubes to collect vehicle counts and then calculating 85th‑percentile speeds to set limits — and said these surveys look at arterials/collectors per California Vehicle Code guidance (residential local streets are typically exempt). Council approved the resolution to execute the contract by roll call.
