Council approves resolution to begin city charter process and appoint advisory commission

City staff outlined a schedule that would include two meetings of the advisory committee in January, two in February, a final report to the council and a public‑hearing process that the staff expects to run from March through May; staff stated ballot placement costs will be included in the 2026–27 budget.
"The process is pretty straightforward and outlined by the government code," said the presenting staff member, who told the council the schedule complies with applicable government and election code sections. Councilors asked no substantive questions and the council voted to adopt the resolution to initiate the charter process.
The resolution authorizes staff to begin public outreach and to return with the initial report and the schedule for public hearings; placement of any charter on the ballot will require additional council action later in the process.
