Lieutenant Brian Leonard presented the police department’s SLESSA (California supplemental law enforcement services account) request and explained how the department has used prior allocations. The council was asked to appropriate $201,536 for the fiscal year, with a line‑item breakdown Leonard summarized: $40,000 for automated license plate reader (ALPR) equipment and service contracts; $30,000 for the dispatch supervisor salary commitment; $25,000 for department wellness/therapist services; $15,000 for drone training and updates; $10,000 for training equipment; and $35,000 to complete an electronic message board project. "For the summary, fiscal year this year, we were awarded 201,536," Leonard said.
Council members asked about data storage, privacy safeguards and whether federal immigration authorities could access ALPR data. Leonard said the department’s contracts and policies fall under SB 54/the California Values Act and that internal audits, individual logons and mandatory attestation accompany access. He estimated plate‑read retention at 30 days and said video storage was about 72 hours but offered to confirm the exact video retention timeframe. Council approved the appropriation by roll call.
