Santee awards citywide slurry-seal contract to Eagle Paving LLC

On May 14 the Santee City Council awarded the construction contract for the Citywide Slurry Seal and Roadway Maintenance Program 2025 (CIP 2025-02) to Eagle Paving LLC.
Engineering Director Carl Schmitz and Principal Civil Engineer Steve Miller presented the project background, scope and bid recommendation. Councilmember Laura Koval moved approval of staff recommendation; Vice Mayor Rob McNelis seconded the motion and the vote was 4-0 to award the contract (Reso 063-2025). Staff described the project as categorically exempt from environmental review under CEQA Guidelines Section 15301(c).
The award authorizes the city to proceed with the 2025 roadway maintenance program; contract administration and scheduling will be managed by the Engineering division.
