The Santee City Council approved Conditional Use Permit CUP-2024-0001 on May 14 for an 87,090-square-foot Extra Space Storage facility proposed at 10835 Woodside Avenue, adopting modified conditions intended to reduce impacts on adjacent residents.
Planner Christina Rios and Engineering Director Carl Schmitz presented the project materials and responded to council questions with assistance from Planning and Building Director Sandi Sawa and City Attorney Shawn Hagerty. Councilmember Ronn Hall recused himself at the start of the hearing and left the dais; the council proceeded with three voting members. Multiple residents and representatives from Riderwood Terrace and Extra Space Storage spoke during the hearing, raising concerns about visual impacts, lighting, and property access. Public speakers included Robin Harrison, Jaume Toomer, Marlene Curtin, Will Nava, Eric Farwell and representatives from Ware Malcomb and Extra Space Storage (David Mann, Clint Kleppe and Brooke Miller).
Councilmember Laura Koval moved to approve the project with modified conditions that included retrofitting windows on neighboring properties, altering lighting on the access road, allowing necessary tree removal, and setting specified hours of operation. Vice Mayor Rob McNelis seconded the motion. The motion carried 3-0 (Mayor John W. Minto: Aye; Vice Mayor McNelis: Aye; Councilmember Koval: Aye) with Councilmember Hall recused. The action is recorded as Resolution 061-2025. The public hearing was opened at 7:24 p.m. and closed at 8:37 p.m.
