Senior Planner Christina Rios and consultants Sydnie Margallo and Darin Neufeld described the proposed changes and answered council questions with assistance from Planning and Building Director Sandi Sawa. Vice Mayor Rob McNelis moved approval of the staff recommendation; the motion carried by a 4-0 vote (Councilmember Dustin Trotter was absent). The action is recorded as Resolution 060-2025.
The update was presented as part of a public hearing opened at 7:04 p.m. and closed at 7:24 p.m.; council members did not request additional study prior to the vote. The city’s packet and the planning staff presentation supplied the technical and procedural basis for the Negative Declaration under CEQA, as noted at the hearing.
