Committee reviews draft institutional-zone map, flags legend and conservation footnote

The committee reviewed a draft institutional-zone map and the attached legend prepared by staff. Mark Robinson, a staff member running the presentation, said the map is still a draft and pointed out where labels needed correction: some height fields showed a percentage that should be labeled "max lot coverage." He said the campus core has a 50-foot height band and that the map should show "max lot coverage 75" for the same zone.

Robinson also identified restricted-development areas labeled RD1 through RD5 and described a light pink "special" subdistrict footnote carried over from a September 6, 2001 map. Robinson said that footnote ties expanded height allowances to a conservation restriction and that "the conservation restriction shall be approved by the city council before the height increases become effective." He told the committee his review of records suggests the council never approved that conservation area, and asked whether members wanted to keep the footnote language or remove it.

Committee members asked staff to fix duplicated legend entries, confirm a 25-foot versus 50-foot setback along Hills Beach Road, and add parcel identifiers where the map omitted recent land acquisitions. Robinson agreed to correct the labeling and to coordinate with university and city GIS staff to mark existing permanently conserved areas on the map. "So when we fix this map, we're only doing it one more time," he said, noting the map will be circulated after edits.
