Pittsburgh Foundation proposes supportive-housing playbook to speed permanent supportive units

Phil Koch, vice president of policy and community impact at the Pittsburgh Foundation, presented a $97,500 request for a supportive-housing playbook intended to speed development of permanent supportive units. Phil said the Foundation can convene partners and set a goal to expand capacity: "The Pittsburgh Foundation has set a goal of trying to increase, increasing that number by a 100."
Phil and Hemlock & Forge (Wyatt, speaker 7) described the playbook as a way to create design templates that reduce developer uncertainty about service models, layouts and trauma-informed features. Wyatt said the team has engaged developers and service providers and suggested experimenting with neighborhood-scale clusters rather than relying solely on large tax-credit projects. Module/Factory representatives (Brian, speaker 17) noted local manufacturing capacity could speed delivery if designs and service models are clarified. Board members asked whether developers were interested; Phil and Wyatt said there is interest but services and financing remain constraints.
