Romo emphasized that the analysis excludes city special events (Germanfest, farmer’s market, baseball tournaments) and schools and represents a five‑year planning horizon with Legacy Square as a known development. He said phase‑1 supply tied to Legacy Square was modeled as roughly 235 adjacent stalls while the theater conversion required 218 stalls in the consultant’s assumptions; phase‑2 could add further demand if the Fellowship Hall is converted for multipurpose use.
During Q&A residents and council members pushed back on algorithmic assumptions versus on‑the‑ground counts, asked when the peak demand occurs, and whether event scheduling or better coordination could reduce the need to build new stalls. Romo and staff said the mobility phase and origin‑destination work (the next study step) will address how people travel to and from parking locations and when shared parking credits are safe to apply.
