Board suspends expulsion of student #: 04-2425, places student at Rio Seco with conditions

The Santee School District Board of Education held a closed-session hearing on Oct. 22, 2024, concerning student #: 04-2425 and, after receiving oral and documentary evidence, voted to suspend an expulsion and require completion of a Rehabilitation Plan. Member Dianne El-Hajj moved to expel the student for violations of California Education Code § 48900(k) and § 48900(.7) and Board Policy 5144.1; the motion passed with four members voting aye and one member not present.

The minutes state the Rehabilitation Plan requires the student to remain at Rio Seco through June 11, 2025 and prohibits return to his previous school; the plan also requires a minimum 2.0 GPA for scholarship, effort and citizenship, no new suspensions, regular attendance with no unexcused absences or tardies, 20 hours of community service by June 11, 2025 with written verification, and completion of a counseling program for decision-making and peer pressure. The student must provide Trimester 1 and 2 report cards to the Board of Directors and complete all elements of the Rehabilitation Plan by June 11, 2025. A parent must meet with the Director of Pupil Services by Oct. 29, 2024, to review and sign the plan or the student may be expelled without further Board action.

The minutes record the Board reconvened to public session at 6:32 p.m. to document the action; the roll-call records President Dustin Burns, Member Barbara Ryan, Member Dianne El-Hajj and Member/Clerk Elana Levens-Craig as voting members and lists Dr. Tim Glover as not present for the vote. The minutes include citation to California Education Code § 48918 and Board Policy 5144.1 as the authorities for the action.

The minutes for the second record also include an adjournment time of 6:56 p.m. and a line referencing 'September 30, 2024' that appears inconsistent with the Oct. 22, 2024 meeting date and is noted as a transcript inconsistency.
