Madam Clerk read the primary amendment as "allowing for a maximum density of 200 dwelling units per acre in the transit supported development designation," and staff reported that state reviewing agencies returned the items with no comments. The commission opened the public hearings for each item; no members of the public spoke. Each item was moved, seconded and approved by a recorded roll call that resulted in a 4‑0 vote for each measure.
City staff and the city attorney described the process and timing for the land‑use change to take effect: the city will transmit the adopted plan changes to the state immediately after the hearing, the state will issue a letter of compliance, and the land‑use amendment becomes effective after that state action and the 31‑day statutory follow‑up period. The city attorney emphasized that the zoning amendment is a companion to the land‑use change and "does not become effective until the land use map change is effective."
