Cleveland County renews ARPA consulting contract with 929 Strategies

The Cleveland County Board of County Commissioners on July 14 approved a renewal contract with 929 Strategies to provide technical and consulting services related to the American Rescue Plan — Coronavirus Local Fiscal Recovery Fund (CLFRF).
Under the FY26 contract the county will pay $14,000 for monthly monitoring with legal counsel, $15,000 for project planning and implementation as needed, $20,000 for facilitation of community and stakeholder engagement as needed, and $25,000 for updating the recovery plan (with a subcontracting cap up to $50,000 for additional data collection and analysis if required). The agreement also allows $1,000 per required report (four reports anticipated), $5,000 for communications and marketing as needed, and $10,000 for implementation assistance as needed.
Vice‑Chairman Jacob McHughes moved to approve the consent docket containing the contract; Commissioner Rusty Grissom seconded, and both voted yes. The contract term is FY26 and runs from July 1, 2025, through June 30, 2026. The county clerk's consent paperwork lists the contract as a renewal with no fee change from the prior fiscal year.
County officials said the contract covers monitoring, planning, reporting, and community engagement tied to CLFRF compliance and project delivery. The board did not record further amendments to the terms during the meeting.
