Council advances Armory Hall and Connor Park redevelopment on first reading

The council held the first reading of Ordinance 6 on July 22, which would approve major public-project review and related land-use approvals for alterations to Armory Hall and Connor Memorial Park to accommodate a food hall, visitor center and community space.
Jillian White, historic preservation officer and principal planner, outlined the proposal and said the applicant has worked with Historic Preservation Commission representatives to modify designs and address concerns. She described proposed scope changes including removal of some historic material, fenestration changes, sidewalk realignment and a visitor-center addition, and said staff and the HPC would continue to work on details and monitor certain elements post-approval. The council voted to read and advance Ordinance 6 on first reading and scheduled a public hearing for Aug. 12.
Council members asked staff to clarify parking impacts, elevator capacity for food operators and snow/sun shading implications for tree removal at second reading. Staff recommended approval on first reading and the motion passed on a roll-call vote. A second reading and public hearing will occur on Aug. 12.
