Council approves Resolution 26-70 to place delinquent utility charges on secured property tax roll

Finance supervisor Angie Familia presented the annual procedure to place delinquent water, sewer and refuse charges on the secured property tax roll and to place liens on properties with utility accounts delinquent more than 60 days. She said notices are mailed in mid-June, staff offers payment plans with a good-faith upfront payment for customers who call, and the final list would be completed the next day to send to the county for inclusion on the tax roll.
Council members asked whether the city ever shuts off water for delinquent accounts and about the process for large delinquent accounts and title issues. Familia said, “We don't currently shut off the water,” and explained that the city uses the tax-roll lien process instead and that title can be clouded to alert prospective buyers. After discussion, Councilmember Early moved to approve the resolution; the clerk called the roll and members present voted to place the delinquent utility charges on the secured tax roll under Resolution 26-70.
