Utility weighs two multimillion-dollar options for new Well 5

Strand Associates representative Mike Forslund presented two siting options for the proposed Well 5 and described differing construction, regulatory and treatment implications for each. "Both options include about a 30% (around $1,000,000) contingency," Forslund said, and he estimated roughly $4.5 million for a build near the existing well and about $6.5 million to relocate near North Ridge Road.
Forslund said Option 1 would raise the road to the current Well 1 to create year-round dryland access and estimated $1.2 million to construct that access in addition to the well project. He cautioned the area around Well 1 may be classified as wetland rather than just floodplain, potentially creating additional Wisconsin DNR regulatory hurdles. For Option 2, Forslund said a North Ridge Road location likely would require an on-site treatment facility to remove iron and manganese and would pump directly into the distribution system rather than through the central treatment plant.
