West Sacramento unveils Zoom public-participation rules; three-minute limit enforced

Mayor Guerrero opened the Aug. 5 meeting by announcing the city has added a Zoom component so members of the public can participate remotely, saying the change follows a recent state-law update that allows virtual participation.
The city clerk walked through the mechanics for remote and in-person commenters, instructing attendees to raise a virtual hand or press 9 on the phone and to submit an in-person request-to-speak card before the staff report is finished. “Starting today, the public may take part in the city council meeting in person or remotely using Zoom,” the clerk said. The clerk also explained that speakers will be muted at the three-minute mark and that the clerk will operate a visible timer to ensure everyone has a chance to speak.
