Chair opened the discussion on case PC‑2607 after an applicant presentation by Leslie Accardo of PEA Group, who said the site would occupy a pad on the Lowe's property and that the company expects a mix of dine‑in and drive‑through customers. The commission's approval included stipulations that exterior lighting be downward‑facing and minimized, that the developer provide sidewalk access to a regular door, and that parking be confirmed ADA‑compliant before permitting. "I moved to approve the resolution, also waiving the requirement of the parking spaces and the landscaping," said Brian Watson, who initiated the motion. Accardo thanked the commission after the vote: "Thank you very much. McKenna has been great to communicate with."

The applicant will return with final construction drawings and permitting materials after addressing staff comments; she said permitting and construction would proceed after plan revisions, with a likely spring construction start (season not specified) based on local weather.
