Staff had recommended additional documentation and conditions, noting the proposal “does not meet the historic preservation design guidelines” in several respects and that the application “does not demonstrate how relocating the resource is necessary to accommodate compatible improvements.” Applicant architect Milo Stark said exploratory interior investigation and documentation are planned and that house movers and contractors believe the building is movable, but staff noted a structural engineer confirmation is outstanding. Commissioners emphasized preserving porches when possible, asked for an expert evaluation about detaching and reattaching porches, and raised massing/proportion concerns with the new building’s scale.
