McFarland council adopts five-year Transit Development Plan, approves Resolution No. 2026-35

City staff presented the McFarland Transit Development Plan (TDP), a five-year roadmap developed with public outreach and consultant Nelson Nygaard. Mr. Drake said the plan reflects community needs, supports future budgeting and grant applications, and is designed to be flexible so timelines can be adjusted as resources allow.
Mr. Drake and the consultant answered council questions about outreach and neighboring partnerships. The presentation noted two outreach phases including in-person engagement and a bilingual virtual meeting. Councilmember Gutierrez moved to adopt Resolution No. 2026-35 approving the final TDP; Councilmember Perez seconded. The clerk conducted a roll call and the motion passed, adopting the TDP. Mr. Drake said the plan recommends pilot services and regional coordination and identified Wasco and Shafter as potential partners for shared dial-a-ride dispatching.
Adoption of the TDP will position the city for grant applications and provide a framework for implementing transit improvements as funding and staffing allow. Staff said there is no penalty for adjusting timelines and that recommendations can be phased as resources permit.
