Finance director Matt reviewed revenues and assumptions, including a county-census correction that reduced available new-growth levy authority last year by $40,132; staff proposed a maximum levy of $3,031,657 for tax year '26 (preliminary), which reflects allowable increases and the county correction. Matt said the proposed budget is balanced for 2027 without using reserves and includes no proposed utility rate increases for the year; the vector (mosquito) fee was proposed to be reduced from $2.50 to $2.00 per month. The staff presentation covered all major funds (general, highway, utilities, sales tax and others) and flagged special-assessment liabilities that could pressure future budgets.
After council discussion about timing and options for smoothing special-assessment obligations, a motion passed to approve the preliminary budget and to schedule the public budget hearing for Sept. 21. Staff will continue to work with council over the next six weeks to finalize the budget for adoption in October as required by county timelines.
