Council hears design and funding plan for Garzoli Avenue pedestrian and bike improvements

Engineer Yurly Hernandez presented the Garzoli Avenue Improvement Project and told the council the work is funded by “a grant we received by the California Department of Housing and Community Development. This is a no match grant which is design and construction will be completely covered by the grant.”
Hernandez described three design options that include class 2 bike lanes, widened shoulders, curb-and-gutter, ADA ramps, meandering sidewalks filled with landscaping, and a CMU block wall along portions of the corridor. The recommended option adds a striped center median in phase 1 (to be converted later if needed) and accommodates two northbound lanes and one southbound lane, with a 5–8-foot bike lane depending on cross-section.
Council members asked about schedule and property impacts. Hernandez said the design phase is scheduled to be completed by Jan. 31 and that the city will install a new block wall adjacent to — not in place of — existing private fences, working with affected property owners when easements or driveway approaches conflict. Mayor Martin Gutierrez thanked project staff and consultants for advancing the design and noted the city will continue public outreach.
The presentation did not include a formal council vote; staff said the design phase is funded and that construction will rely on the stated state grant.
The council’s next step is to continue design refinements and bring construction documents and permitting items forward as the project moves toward bidding.
