Developer offers private construction, seeks $696,881 credit against cash-in-lieu; council delays decision

Brent, a staff presenter, summarized the request and said the project's overall cash-in-lieu requirement is $911,466.86 and the developer is seeking credits that would total about $696,881. The developer's representative explained the proposal would let the developer front regional infrastructure costs and avoid creating another improvement district. "We're just simply saying we're gonna fund it now so we know it's funded," the developer representative said, adding the developer would still work through public bidding and inspections.

Park-board members warned the council that removing the cash-in-lieu would jeopardize a planned Cub Creek splash pad that the park board has prioritized; a park-board representative said the splash pad design and cost estimates exceed the park district's bonding capacity and rely on cash-in-lieu funds. Council members repeatedly asked for an engineering assessment of what is truly 'regional' versus local and expressed concern about setting precedent if the council routinely grants credits without a formal policy.

On a motion to postpone for engineering and funding analysis, council members voted to table the item for two weeks so staff and consultants can provide additional detail. The council described possible next steps including a staff-led revision to the cash-in-lieu policy to avoid repeated one-off requests.
