City adopts temporary moratorium on enforcement of some solar permit standards while staff studies alternatives

The commission voted to adopt a temporary moratorium on enforcement of specific residential solar permitting rules to allow staff time to review earlier practice patterns and consider alternatives, incentives and capacity needs in development services.
Commissioner Bonnich said the moratorium formalizes earlier discussions and gives staff time to compile data. Staff told commissioners their memo includes permit volumes and that broader permit categories (including reroofs) may significantly increase the number of affected applications; the manager and services director said they will provide additional historical records and return with recommendations, and that the city may need to augment in‑house plan review capacity.
The item passed unanimously. Commissioners asked staff to bring back a clear accounting of historical enforcement, permit counts including reroofs and remodels, and options for incentives or clearer thresholds for enforcement going forward.
