The Village Board authorized a $59,900 contract with Baxter & Woodman for a combined third-party water and sewer rate study and a pretreatment-surcharge analysis. Joe told trustees that it has been over a decade since an independent review and that the study will model finances, evaluate rate-structure options and assess impacts on customer bills.
Staff noted upcoming capital needs — including mandated lead service line work — and warned that rate increases may be needed to cover obligations. The board approved the resolution, which was budgeted in the current fiscal year.
