Hill said she filed a police complaint 2.5 months earlier and described limited progress; she pressed the council to act quickly given dry, hot conditions.
City staff and the police described the limits of immediate action on private property—officers can issue notices of violation and a civil abatement process exists, but the city cannot enter private property without legal authority. Staff said the city can use funds to abate hazards but would place a lien on the property to recover costs; staff pledged to review the case the next day and follow up with council and the resident.
