Commission recalls $18,125 master utilities contract for further review

The Lake Placid Regional Utilities Commission voted to recall the town's master utilities plan contract for further consideration after public concern that the contracted scope may be inadequate.

Pam Fentress, a member of the public, told the commission she had repeatedly asked for a status update and noted, "It's an $18,000 plan." Staff responded that materials had been sent to the college team under contract and the town was waiting for their response. Commissioners raised concerns that the current contract amount had been reduced from an earlier $35,000 figure and that the trimmed scope would not produce the engineering-level detail some members expected.

Committee members pressed staff to produce the contract, related emails and a scope of work so the commission could confirm whether the deliverables match the town's needs. One commissioner warned the contract "has no substance" in its pared form and urged sending the draft to the town engineer for technical review. Staff said the $18,125 scope on file included an introduction, population projections, regulatory issues, a needs assessment and a capital plan but acknowledged they would gather further documentation.

After discussion the commission moved to recall the contract to the Utilities Commission for further consideration; the motion carried. The commission directed staff to collect all correspondence and scope documents and return the item to the board for a detailed, technical review before any final recommendation to town council.
