The Grants Pass City Council voted to adopt the CDBG Year‑2 annual action plan for program year 2026‑27, allowing staff to submit the plan to HUD by the stated deadline. Staff also noted that 70% of awards must principally benefit low‑ and moderate‑income persons and that funds may be reallocated if HUD’s award changes. After staff discussion and a public comment period with no speakers on the draft plan, Councilor Victoria moved to adopt the resolution; the motion was seconded and the resolution passed unanimously.
Staff said remaining funds from the current year will be rolled into program year 2026 if not expended, and noted an August 14 submission deadline to HUD and an October 1 program year start date. The council approved the resolution as presented, enabling staff to meet HUD’s schedule for CDBG allocations.
