Ms. Jakura explained the site and the traffic analysis and said, “With the conditions recommended by staff, we find that it meets the comprehensive plan and there are no unmitigated nuisances.” The applicant’s representative, Patrick Cauliflower, objected to the cross‑access and taper on operational and pavement‑loading grounds and proposed alternatives to address vehicle turnaround; he also agreed to add SSC‑11 as a stormwater treatment standard.
After discussion the commission moved to recommend approval with the staff proffers except for conditions 12 and 13 (cross access and taper) and with SSC‑11 added as a stormwater condition. The motion passed 7–0. Commissioners asked staff to confirm coordination with York County as needed and to record the modified conditions for the Board of Supervisors’ review.
